Gauteng Premier, Panyaza Lesufi, has lit a bold new fire under provincial governance with a groundbreaking move towards radical transparency.

Gauteng Premier Panyaza Lesufi has made public the signed performance agreements of all provincial MECs, following through on a key promise of the Government of Provincial Unity (GPU).
The move, announced Thursday, marks a first for the province. It signals a push for greater accountability in government and a clearer link between political promises and measurable outcomes.
Lesufi said the agreements go beyond bureaucracy. “These are not just administrative documents,” he said. “They are tools to track delivery and ensure that every department meets its commitments to the people of Gauteng.”
“They are a social contract between this Executive Council and the people of Gauteng. Our residents deserve to know exactly what we’ve promised — and how we’ll deliver it.”
Each performance agreement lays out:
- Key departmental responsibilities
- Targets and performance indicators
- Specific interventions with timelines
- Resource allocations and expected outcomes
The agreements translated Gauteng’s top priorities — inclusive growth, poverty reduction, cost-of-living relief, and the high-impact G-13 agenda (including water, electricity, and crime-fighting) — into actionable blueprints for every department.
These targets are legally binding and will be hardwired into each department’s strategic plans, annual performance plans, and budgets.
Lesufi will conduct regular performance reviews with MECs and has committed to a formal midterm progress audit in March 2027.
