The Department says the proposed amendments aim to regulate illegal land invasions, strengthen eviction procedures, and improve enforcement of court orders while protecting vulnerable groups and deterring criminal conduct.

The Minister of Human Settlements, Thembi Simelane, will brief the media on developments and processes related to the Prevention of Illegal Eviction from and Unlawful Occupation of Land (PIE) Amendment Bill of 2026.
The briefing follows Cabinet’s approval of the Amendment Bill for public comment.
The Department said the PIE Amendment Bill seeks to amend the Prevention of Illegal Eviction from and Unlawful Occupation of Land Act of 1998, which was enacted to prevent arbitrary evictions and address historical injustices linked to forced removals without due process.
“The PIE Act was enacted to prevent arbitrary evictions and address historical injustices where people were removed from land without due process and violating their human rights,” the Department said.
It added that the proposed amendments aim to address issues related to land invasions, the provision of alternative accommodation, court processes and enforcement of court orders, as well as the protection of vulnerable groups.
The Department said the amendments also seek to serve as a deterrent against criminal activity linked to unlawful land occupation.
